The Center for Advanced Public Safety (CAPS) developed electronic citation software, eCite, and did the first beta deployment in 2003. The software was gradually deployed in the beginning as more testing was done. In the summer of 2007, all Alabama state troopers were trained on eCite. Then, e-Cite deployments and training focused on municipal agencies. Over 500 Alabama agencies have been deployed, and over 1500 officers have been e-Cite trained in Alabama.

Training Sessions

Cost: e-Cite training, just like the software, is free of charge to all Alabama law enforcement agencies. Training is hands-on and requires the use of laptops in the classroom. Four hours of CEUs (Continuing Education Units) are awarded to each officer for attending the training class.

Scheduling: e-Cite training is scheduled on a monthly or as-needed basis. Training is conducted at the Center for Advanced Public Safety (CAPS), located on the campus of the University of Alabama in Tuscaloosa. Directions are available here.

Equipment Purchasing:

Law enforcement agencies can purchase the complete e-Cite equipment package through CAPS. This package includes:

  • Thermal printer
  • Thermal paper
  • E-Seek driver’s license scanner
  • GPS unit, inverter
  • Hub and Y splitter cable

CAPS bids out each item every six months and purchases from the lowest bidder so that law enforcement agencies don’t have to do this. Purchasing from CAPS allows law enforcement agencies/officers to purchase their e-Cite equipment via The University of Alabama bid and receive all equipment needed from one place.

Please note: The Center for Advanced Public Safety (CAPS) is a non-profit organization. It is against state regulations for CAPS to make a profit on eCite equipment purchased for law enforcement. This is a service for law enforcement provided by sponsorship from the Office of Highway Safety at ADECA. Currently, CAPS is not equipped to handle credit cards and cannot accept purchase orders due to The University of Alabama regulations. Checks in the amount of the invoice must be received and deposited before the eCite equipment is ordered. Once all the equipment is received from the various vendors at CAPS, it is shipped to the law enforcement agency as a total package.
